General Engineer

This is a developmental position with the promotion potential to a GS-13. At the lower levels, the selectee will perform developmental assignments under closer supervision than that required at the full performance level. Assignments become progressively more difficult until the next performance level is reached.As a General Engineer at the full performance level, you will:
Serve as Federal Project Manager responsible for setting direction, guiding research, and analyzing and evaluating results of research projects in industry, academia, nonprofit entities, and national laboratories in order to meet programmatic goals. Provide independent technical project management and technical expertise on projects related to Research & Development. Maintain a sound understanding of research technologies in order to define research gaps; formulate problem statements to address critical research needs; ensure that project results are valid; and make recommendations for future research. Provide project management expertise to independently identify research needs; structure research funding opportunity announcements; evaluate proposals; and negotiate new agreements and execute projects. Regularly communicates the technical progress and status of research projects through various avenues. Establish and maintain liaison with program managers, technical personnel and experts in industry, academia, and national laboratories. Maintain effective communications and productive working relationships with program stakeholders, senior management, technology managers, and other project managers. SPECIALIZED EXPERIENCE REQUIREMENTS GS-07:
In addition to the basic educational requirement, applicants must possess one on the following:
A. One year of specialized experience equivalent to the GS-05 grade level in the federal service performing project management activities with the knowledge of and skill in applying (under supervision) the theories, principles, concepts and design fundamentals of engineering and related science disciplines. OR B. Degree directly related to this position with Superior Academic Achievement. Superior academic achievement is defined as any of the following:
(1) standing in the upper third of the graduating class in the college, university, or major subdivision; (2) a grade point average of 3.0 out of a 4.0 overall or during the final 2 years of the curriculum; (3) a grade point average of 3.5 out of 4.0 in the major field overall or during the final 2 years of the curriculum; or (4) election to membership in a national scholastic honor society. OR C. One year of graduate-level education directly related to this position. GS-09:
In addition to the basic educational requirement, applicants must possess one on the following:
A. One year of specialized experience equivalent to the GS-07 grade level in the federal service including those listed above at the GS-07 level performing project management activities with demonstrated experience in applying (under supervision) the theories, principles, concepts and design fundamental of engineering and related science disciplines. Must also demonstrate experience providing technical project management in the area of energy. OR B. Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree that is directly related to this position. Applicants can qualify with a combination of advanced education and experience. EXPLANATION OF TERMS An academic year of undergraduate education is defined as 30 semester hours, 45-quarter hours, or the equivalent in an accredited college or university or 36 weeks at an accredited business, technical, vocational, or qualifying educational institution for at least 20 classroom hours per week.An academic year of graduate education is defined as 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement or the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. Knowledge of and skill in applying advanced theories, concepts, principles, and practices of an engineering or scientific discipline sufficient to provide technical project management in advanced energy research. Knowledge to evaluate technologies and research conducted in both laboratory and field related activities. Knowledge to prepare, provide, and evaluate conventional research project plans, and proposals. Ability to communicate effectively and articulate information through various venues such as discussions, meetings, fact sheets, reports, design documentation, briefings and presentations. Skill to determine relevancy and use of factual, economic and financial, engineering and/or scientific information. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
