Supervisory Accountant

As a Supervisory Accountant, you will:
Perform a full range of supervisory and administrative duties responsible for integration, execution, coordination, and oversight of the Accounting function. Determine, coordinate, execute, and/or approve the policies, plans, and programs governing financial administration, financial review, and financial management oversight, and participates in strategic planning functions as they relate to financial matters and internal controls. Oversee and coordinate a reimbursable accounting program including developing and implementing policy, reporting, developing indirect rates, managing cost recovery, as well as day to day transactions. Provide advice on financial performance and financial management issues to top-level management. Review, interpret, and implement new accounting policies, procedures, and guidance published by GAO, OMB, Treasury, DOE and other regulatory authorities. Be responsible for administration of all timekeeping and travel operations, interpreting DOE policy and providing guidance via formal training sessions and information dissemination. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 13) in the Federal service. Specialized experience for this position is defined as:
performing standard general ledger Standard General Ledger (SGL) reconciliations to ensure balances are accurate for financial statement reporting; providing accounting and financial advice through verbal and written communication to all levels of administration; using automated financial management and accounting systems to analyze, interpret, validate, and resolve discrepancies in reported data; and reviewing policy and procedures to ensure compliance.Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Knowledge of processes and techniques to ensure financial accounts and subsidiary records are accurate, reconciled and reported properly to pass financial statement audit scrutiny Ability to develop and monitor local accounting internal control programs to identify problem areas, determine the action required to improve operating program effectiveness, and maintain the integrity of financial information. Knowledge of the theory, concepts and practices of Federal budgetary and proprietary accounting and of legislative, GAO, Treasury Department, JFMIP, FASAB, and OMB regulations and requirements for activities covered by accounting including payments & accruals, property, payroll, travel, reimbursable accounting, etc. Knowledge of automated accounting and financial management systems, as well as ability to work with other systems that interface with accounting operations. Ability to speak and write with clarity and tact to effectively communicate regarding any oral or written response to Headquarters or other external inquiries, as well as training new staff. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
